In 2016 Senate majority leader Mitch McConnell justified denying a Senate confirmation vote for Obama supreme court nominee Merrick Garland on the ground that it was an election year. Now President Trump has a vacancy to fill following the death of Ruth Bader Ginsberg just weeks before the election but McConnell suddenly has a new rule.
