Once vaunted for its shipshape highway system, California has allowed its road infrastructure to deteriorate due to years of neglect and lack of maintenance. Now Gov. Jerry Brown needs $59 billion to fix them. Where will he get the cash? Taxes, of course. In the meantime, let's look on the plus side.
