Rodrigo Duterte, President of the Philippines, is the villainous violent thug who campaigned on a promise to murder 100,000 criminals. He has already started on his program of genocide by having the police shoot hundreds of street-level drug dealers. Now he is scheduled to meet with Barack Obama, who plans to lecture him on human rights and extrajudicial killings. The problem is, Obama doesn't have the moral authority to do so.
