Confusion was rampant this week as Donald Trump wrestled with the implications of the possible trade war that he was provoking by the announcement that he was going to impose trade tariffs on imported steel and aluminum from other countries. At first thing seemed really clear. It would be a 25% tariff on both. But then the stock market reacted poorly. So did congressional Republicans. In the end, even the announcement became a hot mess: 25% on one metal, 10% on the other, exceptions for Canada and Mexico, other exceptions to be determined.
